National Land Code 1965, s.433B requires written consent of the State Authority before any disposal of land to a "non-citizen / foreign company". For Johor, the consent is processed by 规定将土地转让予「非公民 / 外资公司」前,须取得州政府书面同意。柔佛由 memerlukan kebenaran bertulis Pihak Berkuasa Negeri sebelum pelupusan tanah kepada "bukan warganegara". Yes, but it counts as a foreign company under s.433A NLC — same threshold rules apply, and the consent application names the company. RPGT is taxed at the company schedule (30% within 5 years, 10% thereafter). Borang 14A is the Memorandum of Transfer under the National Land Code — the document that actually changes ownership at the Pejabat Tanah. For foreign buyers, it's submitted with the state-consent letter and the levy receipt. PTG looks at the SPA contract price, not the net-of-rebate price. If the contract states RM 1,000,000 but the developer rebate is RM 50,000, you're still above threshold.
